Is Paradise Valley part of Scottsdale? No. Paradise Valley is its own town, incorporated on May 24, 1961, with about 12,774 residents (2025 estimate) on 15.4 square miles between Phoenix and Scottsdale. It has its own Town Council, police department and zoning code. Mail is delivered from Scottsdale's Hopi Station post office, which is one reason the two names blur together.
Is Paradise Valley or Scottsdale more expensive? Paradise Valley, by a wide margin. In September 2026, the single-family median sales price was $4,185,000 in Paradise Valley versus $1,200,000 in Scottsdale, per Phoenix REALTORS®. The real differences sit underneath those numbers: lot sizes, taxes and how each place is built.

The Three Differences That Matter Most
1. Lot Size and Zoning
Paradise Valley is predominantly zoned for single-family homes, one home per lot. Most of the Town is zoned R-43, meaning each lot must be at least one acre. Other districts include:
- R-175: 4-acre lots
- R-35: 35,000 square feet
- R-18: 18,000 square feet
- R-10: 10,000 square feet
Some R-43 lots are smaller than an acre because they were annexed that way; the Town calls them legal non-conforming lots. Scottsdale, by contrast, spans everything from Old Town condos to north-side estates, so "Scottsdale" can mean a lock-and-leave townhome or a gated golf property.
2. Property Taxes
The Town's Resident's Guide states plainly that the Town does not assess a primary or secondary property tax. That doesn't mean a zero tax bill:
- Still collected: Maricopa County, State of Arizona, school district and special district levies
- How the Town is funded: revenue sources include sales and bed taxes from its resorts
3. Services
- Police: the Town's own Paradise Valley Police Department
- Fire: through a partnership with the City of Phoenix Fire Department
- Water: one of three providers depending on the address: City of Phoenix, EPCOR or Berneil Water Company
That last point is a due-diligence item: in Paradise Valley, confirm the water provider for the specific home you're considering.

Read with care: Paradise Valley's monthly numbers come from small samples (17 closings), so single-month swings can look dramatic. Still, two signals stand out. Paradise Valley buyers received about 6% off list on average, versus under 3% in Scottsdale, and the Town had 6.0 months of supply against Scottsdale's 3.7.
“When clients are torn between Paradise Valley and Scottsdale, I ask them to describe a Saturday morning. If it's quiet, an acre of desert and Camelback out the back window, we tour Paradise Valley. If it's walking to coffee, a quick drive to the Greenbelt and less land to maintain, Scottsdale has more choices at every price point. Both are wonderful. They just solve for different things.”
