Does Scottsdale have water rebates in 2026? Yes. For single-family homes served by Scottsdale Water, the city lists four residential rebates: grass removal ($2 per sq. ft., up to $5,000), pool removal (up to $1,500), a WaterSense smart irrigation controller (cost, up to $250) and a Smart Home Water Monitor (up to $100).
The date to circle is October 31, 2026. That is the application deadline for the grass removal rebate, the largest of the four. The other three run through April 30, 2027. One rule outranks everything else: do not remove grass or a pool until you have a pre-inspection and a Notice to Proceed. Work started early is not eligible.
Data note: Amounts, dates and requirements come from the City of Scottsdale's rebate pages and the current single-family applications (dated 9/1/2026). Rebate funds are limited and processed first-come, first-served. Confirm details with the Water Conservation Office before you hire a contractor.
Why This Is Timely: Council Takes Up Water on October 20
On Tuesday, October 20, 2026, the Scottsdale City Council's work study session is set to include a "Present and Future Discussion on Scottsdale Water." The posted agenda covers:
- Water security and supply, including the Advanced Purified Recycled Water project, Bartlett Dam capacity and the Scottsdale Water Strategic Plan
- Possible expansion of conservation incentives toward hot water circulators, turf reduction, rainwater harvesting and smart meter irrigation controllers
- Potential partnerships for additional rebate funding through Salt River Project and Central Arizona Project
Council voted 7-0 on August 25 to schedule it, the Daily Independent reported. For homeowners: rainwater harvesting and hot water circulator rebates are on the table, not on today's list.
The Four Residential Rebates at a Glance
Grass Removal: $2 per sq. ft., up to $5,000
- Apply between: July 8 and October 31, 2026 (per the current application)
- Minimum: 500 sq. ft. of existing grass, combined across front, side and back yards. The minimum is waived if you remove all remaining grass.
- Grass condition: at least 50% density. Dormant grass can count, but bare dirt or mostly weeds will not.
- Finish requirements: low-water landscape (Arizona-friendly plants, pavers, decking or decomposed granite at least 2 inches deep). No bare dirt and no plastic sheeting. Sprinklers must be removed or converted to drip.
- Artificial turf: allowed but capped at 1,000 sq. ft. on the property for the rebate year.
- Over 1,000 sq. ft. removed: you need a Selected Plant List and 25% mature plant canopy on the area beyond the first 1,000 sq. ft., using plants from the Arizona Department of Water Resources low-water-use list.
- Project completion deadline: May 31, 2027
Quick math: removing 1,500 sq. ft. works out to $3,000. At 2,500 sq. ft. you reach the $5,000 cap.
Pool Removal: Up to $1,500
- Formula: $400 + $2 per sq. ft. of water surface area (decking not included), max $1,500
- Eligible: outdoor, permanently installed, in-ground pools with at least 150 sq. ft. of water surface
- Required first: a demolition permit from Scottsdale's One Stop Shop, then a Notice to Proceed
- Apply by: April 30, 2027
Smart Irrigation Controller (Up to $250) & Water Monitor (Up to $100)
- WaterSense smart irrigation controller: cost, up to $250. It must be WaterSense-labeled; verify the model in the EPA WaterSense product search, not by store packaging. Purchased on or after July 8, 2026.
- Smart Home Water Monitor: up to $100; requires Wi-Fi connectivity
- Both: one per property after June 30, 2016. Apply by: April 30, 2027
The Fine Print That Trips People Up
- Scottsdale Water customers only. Some homes with Scottsdale mailing addresses are served by another utility. Check your bill.
- Owner applies. The applicant must be the current property owner. A tenant or property manager can act as liaison with written permission.
- HOA common areas don't qualify under the single-family program. Your new design also has to comply with your HOA's CC&Rs.
- It's a bill credit, not a check. Approved rebates post to your active water account within two billing cycles. Credits are not applied to closed accounts.
- Taxes: if you receive more than $2,000 in rebates in a calendar year, you'll need a W-9, and the city issues 1099s.
- Mixed messages online: the city's rebate page still shows a banner saying the grass rebate "closed on Oct. 31, 2025," while the same page's table and the current application list an October 31, 2026 deadline. Call 480-312-5650 to confirm before you book a crew.
“The rebate question I hear most from sellers is whether to tear out the lawn before listing. My answer: start the paperwork now, but don't rush the shovels. The Notice to Proceed is the real starting line. A finished, well-planted desert yard photographs beautifully, while a half-done project does the opposite. And if you're selling, remember the credit lands on your water account, so time it before you close that account.”

What This Means If You're Buying or Selling
- Sellers: a low-water yard can show well, but credits don't follow you to a closed account. Time the project around your listing and closing dates.
- Buyers: a rebate can offset part of converting a thirsty lawn after closing. You must be the owner to apply, and work started before a Notice to Proceed doesn't qualify.
- Pool owners: the rebate covers only part of removal costs, and a pool can matter to buyers. Talk to me before you demo.

Thinking About a Yard Makeover Before You Sell?
A water-wise yard can sharpen your listing photos and lower your bills. Timing it badly can cost you the credit. Tell me your listing window, and I'll help you decide what to do before photos and what to leave for the next owner.
