When do SRP winter rates start? SRP's winter season runs from the November through April billing cycles, and SRP charges every kilowatt-hour on a bill at the rate in effect on your meter read date. On top of the seasonal switch, SRP says its temporary $0.0038/kWh summer price cut ends, with prices returning to posted levels effective with the November 2026 billing cycle.
What are SRP's time-of-use hours? On SRP's Conserve 6-9 p.m. and Save (E-28) plan, on-peak is 6 to 9 p.m., Monday through Friday, and super off-peak is 8 a.m. to 3 p.m. every day. Winter on-peak energy on that plan is 15.08¢ per kWh, compared with 4.32¢ in the super off-peak window.
Data note: Prices and hours are from SRP's residential plan comparison page, the E-28 price plan sheet (effective November 2025 billing cycle) and SRP's EZ-3 page, reviewed Oct. 23, 2026. Prices are per-kWh energy charges and exclude the monthly service charge, taxes and fees. Always confirm on srpnet.com before changing plans.
SRP Winter Prices by Plan (Nov. Through April)
Per-kWh prices SRP lists for the winter season:
Conserve 6-9 p.m. and Save (E-28)
- On-peak: 15.08¢
- Off-peak: 13.55¢
- Super off-peak: 4.32¢
Manage Demand 5-10 p.m. and Save (E-16)
- On-peak: 11.19¢
- Off-peak: 9.94¢
- Super off-peak: 4.38¢
- SRP markets this as a demand plan, so review its demand charges on SRP's site before switching
Basic and M-Power
- Basic: 10.97¢ flat
- SRP M-Power (prepaid): 10.97¢
For Comparison: Summer Peak (July/Aug.)
- E-28 on-peak: 40.20¢; super off-peak 6.61¢

- Basic: 13.98¢
The takeaway: the gap between on-peak and super off-peak energy narrows considerably in winter, which changes how much shifting your usage saves.

Monthly Service Charge: What Your Home Type Pays
SRP's E-28 sheet sets the monthly service charge by dwelling type and electrical service:
- Tier 1: $20: apartment, condo, townhouse or patio home with 0-225 amp service
- Tier 2: $30: other dwellings, like most single-family homes, with 0-225 amp service
- Tier 3: $40: any residence with more than 225 amps
SRP's EZ-3 page notes Tier 3 often applies to larger homes with multiple pool pumps, EV chargers or AC units.
Winter Energy Tips for Valley Homeowners
SRP's plan page lists typical appliance draws: central AC about 3 kW, clothes dryer 2.8 kW, pool pump 1 kW.
- Run the pool pump and dryer between 8 a.m. and 3 p.m. on super off-peak plans
- Avoid 6-9 p.m. weekday spikes on E-28, like laundry, dishwasher and EV charging all at once
- Check your plan at least once a year; SRP's comparison display needs 12 months at the address
- New buyers: you won't have that history right away, so ask the seller for a year of SRP bills
If you're budgeting for a move, our guide to Arizona homeowners insurance costs and our cost of living in Scottsdale breakdown fill in the rest of the monthly picture.
“Utility costs are one of the first things relocating buyers ask me about, especially when a home has a pool. I always request twelve months of SRP history from the seller and look at which plan they're on. A home on a discontinued plan isn't a problem, but the next owner won't inherit it, so we budget using the plans that are actually open today.”
